Social inclusion achieved through community based care for vulnerable groups and through other policy mechanisms, is at the heart of this Project, as is the ensuring that local and national stakeholders are able to plan, implement, enforce and measure the diverse policies that constitute social inclusion attempts of the Serbian government, within the EU integration framework and to its own goal.
Rightly, Roma, being at the same time a stateless ethnic minority, whose culture(s) and ‘way of living’ is often viewed by the mainstream society as a practice of ‘deliberate exclusion’, and also a multidimensional excluded group, are being particularly highlighted and the need to enhance their livelihood is addressed.

The project will contribute to a greater social inclusion in Serbia and support the development and mainstreaming of community-based social services, in particular to respond to the needs of particularly vulnerable groups: people with disabilities, children, youth, women, older than 65, Roma national minority, uneducated, unemployed and population of rural areas.
Positive impact for end beneficiaries over the longer-term will be evidenced through:
- Improving the quality of life of old people in the terminal stage and elderly care
- Improving quality of life for people with disabilities at all ages
- Improving of services of support and assistance for the elderly
- Improvement of social inclusion of marginalised groups
- Poverty reduction among young adults
- Improving socialization and inclusion of children with conduct problems
- Improving protection and support the social inclusion of the most vulnerable and excluded children through expanding the provision of the Drop-In Service for children that live or work on the streets
- Improving economic and social inclusion of Roma through educational support and
- Socioeconomic development of Roma and poverty reduction
- Economic empowerment of Roma women: increased capacity for employment and self-employment
- Improved quality of life of targeted population
The project will have an impact on the wider domestic population and the local community in terms of the provision of a better quality of life. Positive impacts on the budget (through decreased claims for family income support, one-off assistance in cash, etc.) are expected. Generally, the project will contribute to the better exercising of guarantied basic human rights.
It shall encourage integrated models of service delivery with a view to address social exclusion in a holistic manner, pursuing a cross sector approach encompassing social, education, health care and housing, particularly for those facing a multiplicity of socio-economic problems such as the Roma.
